This cluster was founded through the endorsement of both the Dutch Prime Minister, Mark Rutte, and India's Prime Minister, Narendra Modi, emphasizing the critical importance of international collaboration in effectively addressing global cybersecurity challenges. The partnership was solidified through the signing of a "Program of Cooperation" on Cyber Security, with the participation of the government of Telangana.
The NSC operates on a Triple Helix model, emphasizing collaboration among three primary stakeholders: government, industry, and academia. This collaborative approach ensures that expertise and resources from various sectors are harnessed to address national security concerns effectively.
